In Shenzhen, the policy of enjoying the low income policy is on a per household basis rather than on a per person basis. If a normal family has a mentally handicapped child, it is not enough to enjoy the low income policy on the basis of the average income of the family, but the actual endless expenses have already brought them to the verge of poverty, so it is necessary to raise the standard of the subsidy for people with disabilities.
